Necessary Preparations and Documents When Returning to Japan
Advance Preparations
Before your pet receives its first rabies vaccination, it must be microchipped. The microchip will be used to identify your pet during quarantine procedures.
Pets must receive two doses of the rabies vaccine. The second dose must be given at least 30 days after the first and at least 180 days before entering Japan.
After the second rabies vaccination, a blood sample for antibody testing must be sent to a Japanese government designated laboratory. The results are valid for two years, and the dog must be vaccinated against rabies again before the vaccine expires.
After the rabies antibody test, a waiting period of 180 days is required before entering Japan. If this period has not passed, you will be required to undergo quarantine measures upon arrival in Japan.
In Malaysia, core vaccinations are mandatory once a year.
In addition to the rabies vaccine, the following vaccinations are required:

This is a document that certifies that a rabies antibody test has been conducted and that the results meet Japanese standards. The antibody test certificate is valid for two years, and if it has expired, the test must be repeated. Unfortunately, there are no testing facilities in Malaysia that meet Japanese standards, so blood must be taken by a veterinarian and the serum must be shipped overseas for testing.
You must submit your notification to the Animal Quarantine Station at the airport of your intended arrival at least 40 days before your arrival in Japan and obtain a receipt.
A health certificate must be issued by a government-certified veterinarian a few days before departure to certify that your pet is free from rabies and other infectious diseases.
The export permit is valid for 7 days. You should obtain it just before you leave the country and make arrangements to leave within the deadline. At this time, you will need proof of vaccination against rabies and other vaccinations.
When applying for documents 4 and 5, you will need documents such as a building rental contract (which must have a government stamp) and an electricity bill to prove where in Malaysia you kept your pet.

Procedures Required During Your Stay in Malaysia, Based on Different Situations!
If You Bring Your Pet Into Malaysia/If You Do Not Have an Antibody Test Done When Leaving Japan
1. Microchipping At a Malaysian Hospital
- This will be done at a veterinary hospital in Malaysia.
- If you are already wearing it in Japan, this is not necessary.
2. First Rabies Vaccination
- Please vaccinate after 91 days of age.
- Vaccination can be done on the same day as microchipping.
3. Second Rabies Vaccination
- The vaccination must be administered at least 30 days after the first rabies vaccination and within the validity period (1 year) of the first rabies vaccination.
- The validity period is one year.
4. Core vaccinations
If you bring your pet from Japan and can provide proof of vaccination, steps ① to ③ above are not required.
5. Rabies Antibody Test (Can Be Performed on Your Behalf)
After two rabies antibody tests, blood will be taken for rabies antibody testing at a veterinary hospital in Malaysia and then sent to a certified testing facility in Japan for testing.
- As there are no Japanese certified testing facilities in Malaysia, the products must be sent for testing to certified facilities in other countries.
- In our case, blood is taken at a designated veterinary clinic and then sent to a testing facility in the UK, so it takes about a month for the results to be available.
- The validity period is two years.
6. Obtaining a Vaccine Passport
After administering all vaccinations, please have a Malaysian veterinarian record the vaccinations in your pet’s vaccination passport.

If You Bring Pets From Japan and Return to Japan Within The Validity Period of The Antibody Test
If your pet has had two rabies vaccinations and antibody tests in Japan before entering Malaysia, you will not need to go through the above procedures when returning to Japan. If you keep the rabies vaccination certificate and antibody test results obtained in Japan, the quarantine documents when leaving Japan, and the import permit when entering Malaysia during your stay, you will be able to proceed with the return procedures without any problems.

If You Brought a Pet From Japan and Are Planning to Return to Japan After The Expiration Date of The Antibody Test
Even if you have had an antibody test in Japan, you will need to have the rabies vaccination and combination vaccine every year. Also, since the antibody test expires after two years, you will need to have another antibody test and get a result report. However, antibody tests are not allowed in Malaysia, so you will need to send a blood sample to a Japanese certification agency. Be sure to get a booster rabies vaccination within the valid immunity period. If you do not get a booster vaccination within the valid immunity period, your vaccination record will be invalid and you will have to start over.

Obtain an Import Quarantine Certificate
If you bring pets from overseas after arriving in Japan, you will need the import permit issued when you entered Malaysia.
- After arriving at the airport, your pet will undergo import inspection at the Animal Quarantine Station.
- Go to the animal quarantine counter and apply for import inspection.
- After the inspection is complete, if there are no problems, an Import Quarantine Certificate will be issued.
- You can go home after obtaining the import quarantine certificate.
- Please submit an Import Quarantine Certificate to your local municipal office within 30 days of returning home.
