Generally, bringing them on board as as hand luggage is more commonly used.
For pets coming from Japan, obtaining an “import permit” issued by the Malaysian government is necessary.
However, this can only be applied for by Malaysian corporations.

Microchip installation fee: Please pay at a veterinary hospital in Japan.
Fees for necessary vaccines and rabies vaccinations: Please pay at a Japanese veterinary hospital, etc.
Health check: Please pay at a Japanese veterinary hospital.
Crate: Please prepare a crate that meets airline regulations.
Airfare: In addition to your own flight reservation, you will also need to make a reservation for your pet.
Quarantine fee to be paid at KLIA : Approximately RM50
