How to bring pets from Japan to Malaysia? A complete guide to the pet transport process

Procedure Flow
Step 1: Advance Preparation In Japan
2 Month Before Leaving Japan
- Microchip implantation (not necessary if already implanted)
ID registration and insertion certificate In Japan, microchip insertion is mandatory. Microchips are about the size of a grain of rice and are inserted by a veterinarian. If your beloved pet gets lost, the person who finds it can go to a veterinary clinic, where a veterinarian can read the microchip with a scanner and contact the owner. - Obtaining a rabies vaccination certificate
A certificate in English with the vaccination date and expiration date is required. Vaccination date: The vaccination must be given 91 days or more after the microchip is implanted and at least one month before the flight. Expiration date: A date that is later than the scheduled flight.
- If you do not plan to return to Japan after entering Malaysia, antibody testing is not required, so vaccination is possible only once.
- If you are returning to Japan from Malaysia within two years, a second vaccination and rabies antibody test are recommended.
- Airline reservations
Pets are treated as excess baggage. Please check the airline’s pet transport rules and policies before making your reservation.

Step 2: Advance preparation in Malaysia
1 month before leaving Japan
Obtain an import permit issued by the Malaysian government
- Import permits must be applied for through a local corporation (agent).
- Import permits are valid for 30 days from the date of issue.
After Step 1, the agent will apply for an import permit to the Malaysian government.

Step 3: Preparation Within One Week of Leaving Japan
- Obtain a health certificate for your pet
- Obtain a health certificate (in English) from your veterinarian within one week of entering Malaysia
- Microchip number and rabies vaccination record are required
- Make a reservation for quarantine at the airport quarantine station
- Pets exported from Japan must undergo export quarantine in advance.
- An export permit must be obtained from the animal quarantine station at the airport

3. Install and set up the taxi dispatch app Grab
- Detailed instructions on how to get home from Malaysian airports/How to use Grab are included in the manual that will be given to you for free after application.
Step 4: The Day Before/on The Day of Departure From Japan
- Contact the animal quarantine station at the departure airport
- Please inform us that you will be bringing your pet to Malaysia on the desired departure date.
- Obtain an export quarantine certificate
- Have your pet inspected at the animal quarantine station at the airport and obtain an [export quarantine certificate].
Step 5: Arrival in Malaysia
- Entry Quarantine
- After immigration procedures, you will go through the entry quarantine/pet customs clearance procedures at MAQIS Animal Quarantine.
- For reservations to the KLIA Quarantine Station (Malaysia/Kuala Lumpur International Airport), if you have applied to “Paws Malasyia”, our agent will make the arrangements for your desired flight. We provide it!
You will need to pay a fee of about 50 RM in cash at the Animal Quarantine Station.
(Example) The layout of the airport terminal 1, the currency exchange location, the process until you meet your pet, etc.
Notes
There are some dog breeds that are restricted from being imported into Malaysia.
The following dog breeds cannot be imported:
Akita, Tosa, American Bulldog, American Pit Bull, American Bit Bull Terrier, Pit Bull, Pit Bull Terrier, Neapolitan Mastiff, Dogo Argentino, Fila Brasileiro
The following dog breeds are subject to import restrictions:
Bull Terrier, Doberman, German Shepherd, Belgian Shepherd, European Shepherd, Bull Mastiff, Canary Dog
- Please prepare a pet crutch for your beloved pet to use during the flight.
- We also recommend that you train your pet in advance so that it gets used to using the crutch for long periods of time.
